10.2.1 Measure AA examination for possible Council endorsement. This is the measure to appear on our June ballots to charge a $12 per parcel tax in all 9 Bay Area counties to protect and restore San Francisco Bay.

14.1 Santa Rosa Housing Reports #3 and 4.  This continues the 6-part series to address how Santa Rosa can increase housing production.   The 3rd report is a summary of comments from the development community about what they see as impediments and how they might be improved.   The 4th report is a summary of various housing programs and their effectiveness.  All three of these links are worth looking at.

14.2 DeTurk Wine Village mixed Use Development, asking the City to "vacate" a right-of-way on Donahue Street to provide parking for this planned development.

14.3 Authorization to Submit a Grant Application to the Sonoma County Ag Preservation and Open Space District SCAPOSD) to fund portions of the Colgan Creek restoration.

14.4 Authorization to Submit a Grant Application to the Ag and Open Space District and Authorization for the City Manager to Accept All Donations to the Southeast Greenway project 

14.5 Authorization to Submit a Grant Application to SCAPOSD for acquisition of property for the  Roseland Creek Community Park.

14.6 Revised Master Plan Approval for Courthouse Square Reunification and Construction Contract Award.

Draft Plan for Reimagining Santa Rosa CityBus

Dear Friends,

As you may know, the City of Santa Rosa has released the Draft Plan for the Reimagining CityBus project (now available at www.srcity.org/remagining).  We are just going into full swing with outreach for this final phase of the project.  We wanted to make sure you aware of our outreach plans and opportunities to comment, and also request your help in disseminating this information to your colleagues and the people your organizations serve.  We have the following resources available to help people understand the proposed changes to the CityBus system:
  • Draft Plan available at www.srcity.org/reimagining.  It is quite long, so we have prepared the other resources below to give people a way to engage with the process other than reading a 100 page plan!  The plan does have an Executive Summary that is helpful in understanding the major proposals in the plan.
  • Summaries of the short-term service proposal (to be implemented in 2016) in English and Spanish—attached to this email and available in hard copy on all of our buses, at the CityBus customer service counter at City Hall, at various locations throughout the community, and at all of our outreach events.  If you would like hard copies of this brochure to distribute, please let us know! 
  • Several outreach events over the next few weeks—please see www.srcity.org/reimagining for more information.
  • A “webinar” providing an overview of service proposals in the Draft Plan:  https://www.youtube.com/watch?v=2nCyblV-k3s
  • An online survey in English in Spanish, available at www.citybussurvey.info.  The survey enables people to comment on a route-by-route basis on the proposed changes for CityBus routes and schedules in the Reimagining CityBus Draft Plan.  We would love to have your help getting the survey link out on social media and to your organizational email lists.  I’ve provided a blurb and image at the end of this email that we used for our social media post (you can also visit the City of Santa Rosa Transportation and Public Works Dept. Facebook page to share our post).  Just FYI—the English version of the survey has a prompt on the splash page that enables people to go to the Spanish version, so you really only have to post the one link to connect people to both English and Spanish versions. 


The next step in the process is a public hearing at the May 3rd City Council meeting (at or after 5:00pm).  At the hearing we will report to the Council on the feedback we have received on the Draft Plan.  We will bring a final plan back to the Council for potential adoption later in May (currently scheduled for May 24th).

S.R. Council Agenda, April 5th

There is a 2PM Study Session before the 4PM regular meeting

3.1 Council Guide to Emergency Management Basics Part l.      The Council has a big role to play in the event of a large emergency, See below for more information.

3.2 Vision and Strategy of Code Enforcement.
   Staff will present a high-level overview of the principles of emergency management and the City's Emergency Response organization. This might include a proactive fee-based inspection program in the coming year.

4PM 
Consent items

Report 13.1  Introduction to the Draft County-wide Climate Action Plan.  The plan is a collaborative effort among all 9 cities and Sonoma County to reduce greenhouse gases and respond to the impacts of climate change. 
It is recommended by Planning and Economic Development that the Council accept the report.

5PM Public Hearings

14.1 Parking Ordinance Amendment
   Current City code doesn't permit the use of parking fees for construction of on-street parking.  This amendment broadens the permitted uses of parking fees to include on-street parking.
    As the City considers how to add the 44 new parking spaces along the streets that being restored on the east and west of the Reunited Courthouse Square, this change will be helpful.

4PM Meeting
Among Consent items is this:  11.3 An Ordinance to Allow Cannibis Cultivation in several industrial zone categories, with a conditional Use Permit. Find the ordinance below:

13.1 Sonoma County Property Assessed Clean Energy (PACE) Financing Marketplace.  In 2009 the City Council approved the city's participation in the Sonoma County Energy Independence Program (SCEIP), which is a type of PACE program.  In 2014 the county created the Sonoma County PACE Financing Marketplace, expanding the financing options available to property owners.  The Council is offerer several choices, which are explained in the link below:

13.2 Amend the Art In Public Places.  Currently the Art in Public Placed Committee (APPC) is comprised of a combination of 4 members of City Boards and Commissions, 2 Council members and 4 public at-large members and there is a Public Art Master Plan in place.  There is interest in revamping much of the Public Art Policy and in changing the method of selection of the at-large public members to the way in which other Board and Commission members are selected - by individual Council members.  
The Council has several selections in the way they can go ahead:

5PM Public hearings
14.2 Appeal of the Planning Commission's approval on 12/10/15 of the proposed addition in Oakmont of a complex of 4 multi-use sport courts, along with a reduction in parking.
As you might expect, the stress is on parking, with the appellants' contention that one notice of the planning Commission's planned proceedings didn't include the words "with a reduction in parking".   The courts would likely be used for pickleball.

Placemaking in Roseland

Greetings!

The Sonoma County Community Development Commission has conducted a series of meetings at the Roseland Community Center over the last two weeks to "Placemaking" to the Center's design planning.  Taking direction from the Project for Public Spaces, Ruthie Snyder has led participants through exercises which seek to determine possible uses for two current sites on the property.  Following guidelines to embrace ten different activities, and keep it simple, flexible, and cheap, Snyder gathered more ideas and followers yesterday at the Center.

In the 3-5 years before the Commission expects to complete the Roseland Village development, its staff hopes that these placemaking exercises will shape the uses of available land and resources.  For zmore information, contact Ruthie Snyder Consulting at ruthiesnyder@gmail.com, or stop by the Center at 779 Sebastopol Road..

Meeting Reports

Greetings!

Much of what SRT Steering Committee members do is attend meetings.  Most of the meetings are with other groups, but we have regular meetings with city and county leaders too.  Following our recently-adopted "Everyone has a Voice" tagline, we are advocating for open and easily-accessible civic participation processes in which all of us can express our opinions, and guide public policy.

So we are constantly asking when and how and by what processes can community members and organizations learn about what is being proposed to change in our City, and what is being planned for their participation in the decision-making.  When we find something out, we use our calendar, this blog, our Facebook page, and our Newsletter to inform our members and the broader community.

We are also active within other organizations and community committees.  In both Roseland and the Southwest area's community planning, and homeless/affordable housing initiatives, we are actively participating in bringing about actions to build strong neighborhood control and community solutions.
